Distributed Phone bank – people can call from home or parties

 

The overall focus was on “Drop-off Dems” who tend to vote only in Presidential years.

 

Call for Change program was tested in May 2006 in Francine Busby’s district. Test involved experimental and control groups. May 2006 conclusions: phones not equal to knocking on doors. These phone calls were effective, why? Because volunteers aren’t being paid, they are more genuine.

 

The 2006 goal for volunteers was 50,000. Around 94,000 volunteers became involved. 5 million goal for calls made, around 7 million were actually made (1.2 mil on Election Day – 30 calls /sec).

 

Adaptability was key to the program. Call for Change could easily, by adding lists, direct calls to districts as they became competitive. If they had built an on-the-ground program with the same money, they would have been forced to target a few races that might not be the best to target come Election Day.

 

Web-based system – for those at home with a landline and an internet connection

House Party system – people received paper lists, then called in and reported their results via touch-tone phone every two pages. Highly effective.

Auto-dialer system – the volunteer stays on the phone while s/he is automatically connected to voters. It was less effective because volunteers did not enjoy the experience as much.

 

Targeting

 

Program used census data, consumer data, voter files and an extensive volunteer survey to identify a “support score” and a “persuasion score” for each potential voter. This modeling process was incredibly complex and time-consuming but rewarding.

 

A first round of calls were made three to four weeks out from the election primarily to clean the list of bad numbers, etc.

 

The program was focused on the last four days, the most effective days for GOTV. The earlier modeling, list cleaning, and intensive preparation were all intended to maximize efficiency in those last four days.

 

25-30% of the Democratic candidate’s NCEC vote goal.
